Community Engagement is Vital for Progress. Kenya’s 2010 Constitution – based on the sovereignty of the people – calls for strong devolution to County Government with active community engagement. Civil Society has a unique role to play in partnership with County Government to mobilize and build the capacity for citizens to play their critical role.

Most of Africa has not yet decentralized. Successful devolution in Kenya, a process which has led to progress across Asia and Latin America, can be a beacon of hope for all Africa.
